Mixed-Delivery Preschool Grant Program

The Virginia Early Childhood Foundation will fund local pilots to field-test potential solutions to barriers that have prevented all eligible children from participating in Virginia’s preschool initiative. Legislation creating the Mixed-Delivery Preschool Fund and Grant Program outlines specific priorities for the program. By promoting flexibility and “out of the box” thinking, these pilots represent the opportunity to promote more public-private partnerships and increased collaboration between business, education, and community leaders. Initial funding for this pilot was included in Governor McAuliffe's FY17-18 biennial budget and approved by the 2016 General Assembly. Continued funding was provided in the FY19-20 budget.


On September 10, 2019, Governor Northam announced the release of the Mixed-Delivery Evaluation Report. We are pleased to share with you the results of this  independent evaluation of the first two cohorts (2016-19) of Mixed-Delivery pilots.

On June 3, 2019, Governor Northam announced the fourth round of Mixed-Delivery Preschool Grants. Full implementation grants were awarded to four local communities and planning grants to two communities. Learn more about fourth round grantees here.
